Can You Connect a TV to the Fosi BT20A Pro With Optical Audio?

Short answer: not directly. The Fosi BT20A Pro accepts RCA analog audio and Bluetooth. It does not have a TOSLINK/optical input.
If your TV has RCA or headphone output
If the TV provides an analog output, you can connect that to the BT20A Pro’s RCA input with the appropriate cable or adapter. Check whether your TV output is fixed-level or variable-level because that affects where you control volume.
If your TV only has optical audio
You need an optical-to-analog DAC between the TV and the amplifier: TV optical out → DAC → RCA → BT20A Pro. The DAC must support the audio format the TV is sending, so setting the TV to PCM stereo is often the simplest arrangement.
Could Bluetooth work instead?
Possibly, if the TV can transmit Bluetooth audio. But Bluetooth can introduce latency, which matters more for television than music. A wired optical-to-DAC-to-RCA path is usually easier to reason about for lip-sync.
